NICOSIA, Cyprus (AP) -- Cyprus' president says he is trying to amend a detested bailout plan that would tax bank deposits across the country to reduce its effect on small savers.

But in a nationally televised speech, President Nicos Anastasiades also urged lawmakers to approve the bailout plan Monday, saying it is essential to save the country from bankruptcy.

"I completely share the unpleasant sentiment that this difficult and onerous decision has caused," he said Sunday night. "That's why I continue to give battle so that the decisions of the eurozone are amended in the next hours to limit the effect on small depositors."

In exchange for €10 billion ($13 billion) in rescue money, creditors would impose a one-time tax of 6.75 percent on all bank deposits under €100,000 ($131,000) and 9.9 percent over that amount.

JERUSALEM (Reuters) - Israeli Prime Minister Benjamin Netanyahu's new governing coalition prepared to take office after a parliamentary vote on Monday with powerful roles reserved for supporters of settlers in occupied territory.

While the new line-up includes more moderates than in the outgoing government, the predominance of legislators who are either settlers or among their staunchest supporters could hamper any efforts to revive Israeli-Palestinian peace talks.

But, presenting his new government to parliament and using a phrase he has used in past major policy speeches, Netanyahu said his administration "extends its hand in peace" to the Palestinians.

"With a Palestinian partner who is willing to conduct negotiations in good faith, Israel will be prepared for a historic compromise that will end the conflict with the Palestinians forever," he said, repeating a pledge he made at the start of short-lived peace talks in 2010.

New Defence Minister Moshe Yaalon, a member of Netanyahu's Likud party, opposes any curbs on settlement-building that Palestinians say must stop before they can return to the U.S.-sponsored negotiations, which collapsed over the issue.

Israeli construction in the occupied West Bank, territory which the Palestinians want along with East Jerusalem and the Gaza Strip for an independent state, must be signed off by the Defence Ministry.

Yaalon's predecessor, Ehud Barak, who headed a center-left party but did not run in the January 22 election, was often accused by settlers of impeding settlement projects.

"The incoming defense minister, Moshe Yaalon, has sworn allegiance to Judea and Samaria," Nahum Barnea, a political commentator for the Yedioth Ahronoth daily, wrote, using the Biblical names for the West Bank.

Palestinians say that Israeli settlements, considered illegal by most countries, will deny them a viable state.

OBAMA VISIT

The settlement issue, along with Iran's nuclear program, are likely to figure prominently in talks this week in Jerusalem between Netanyahu and Barack Obama, who will be visiting Israel and the West Bank for the first time as U.S. president.

"We face very great threats. Iran continues in its race to obtain an atomic bomb. It continues to enrich uranium in order to produce a bomb," Netanyahu told parliament.

"At the United Nations, in September, I presented a red line. Iran has not crossed it but it is approaching it," he said, repeating an assessment he has voiced in recent months.

"It must not be allowed to cross this line," he reiterated, referring to the accruement of sufficient fuel for a potential first bomb.

Netanyahu has said Iran could reach that stage by this spring or summer. Obama said last week it would take Iran more than a year to produce one.

The Islamic Republic denies seeking nuclear weapons, saying it is enriching uranium only for electricity and medical uses.

After weeks of coalition negotiations, Netanyahu signed pacts with the centrist Yesh Atid and far-right Jewish Home parties on Friday, clinching a parliamentary majority.

The Knesset was to ratify the new government later on Monday, the first in a decade to exclude ultra-Orthodox Jewish factions that are at odds with Yesh Atid and Jewish Home over reducing state benefits for religious families and institutions and limiting military draft deferments for seminary students.

Among the top new ministers in the cabinet are Yair Lapid, a former TV news anchor whose Yesh Atid party came in a surprise second to Netanyahu's right-wing Likud-Beitenu list, and Naftali Bennett, a former settler leader and head of Jewish Home.

Netanyahu's new housing and construction minister, Uri Ariel, is a settler himself and member of Jewish Home. He said on Sunday the new cabinet would continue to expand settlements "more or less as it has done previously".

Several months ago, Israel announced plans to build more than 11,000 new houses in the West Bank and East Jerusalem, almost double the 6,800 it has erected since March 2009 when Netanyahu took office, the anti-settlement Peace Now group said.

Some 500,000 settlers and about 2.5 million Palestinians live in the West Bank and East Jerusalem, which Israel captured along with the Gaza Strip in the 1967 Middle East war.

Arpaio to return to work after suffering injury

PHOENIX (AP) — The sheriff for metropolitan Phoenix plans to return to work Monday after spending more than two weeks recuperating from a broken shoulder suffered when he fell while crossing a street on his way to lunch.

Maricopa County Sheriff Joe Arpaio told The Associated Press that he remains in pain from the Feb. 28 injury, but is eager to return to work after spending about two days in a hospital and then two weeks at his Fountain Hills, Ariz., home.

"I am raring to go," Arpaio said in a phone interview Thursday. "I don't like staying home."

The 80-year-old sheriff said he tripped on a sidewalk near his headquarters on his way to a restaurant to get a quick bowl of soup. He fell on his shoulder, breaking it in two places. He said he came close to hitting his head on a curb, but was fortunate to walk away with no other injuries, besides a few scrapes.

"I am angry at myself. When you look at everything I have been through," he said, giggling, "and I get incapacitated by a sidewalk."

He said he was on light work duty during his two weeks of recovery at home, taking calls from staff members and dispensing with paperwork. His top aide continued leading the agency's day-to-day operations as he normally does.

Arpaio posted images and video on the Internet showing him in the hospital in the days after suffering his fall, including one with tubes in his nose. Arpaio said he didn't have to undergo surgery from his spill and that he believes an oxygen tube was a precaution to make sure he was breathing properly while he was being treated with pain medication.

Arpaio is known nationally for his tough stance on immigration enforcement, housing jail inmates in canvas tents and making inmates wear pink underwear.

Once he comes back to work, the sheriff said he will probably have to scale back his work schedule for some time, wear a sling on his left shoulder for four more weeks and likely have to undergo physical therapy.

He said his overall health remains good and noted that his biggest issue is taking medication for high blood pressure. He said he gets his heart checked out by a doctor twice a year.

His shoulder injury came a month after a group of critics launched a petition drive in a bid to prompt a recall election against him.

Recall organizers say Arpaio should be ousted, in part, for failing to adequately investigate more than 400 sex-crimes cases and creating jail conditions that have resulted in huge legal settlements against the county.

Arpaio supporters say the sheriff won his sixth-term last year fair and square and that they were planning to file a lawsuit on Tuesday in an attempt to stop the recall effort. Though Arpaio faced his second-tightest election in November, he beat his closest challenger by 6 percentage points.

The recall group made no references to Arpaio's health in a document it produced that lists its reasons for wanting to oust Arpaio.

Still, Lilia Alvarez, campaign manager for the group seeking to recall Arpaio, said the sheriff's critics had questions about his health during his re-election campaign last fall but that Arpaio didn't provide voters with a chance to properly scrutinize him because he didn't debate his two challengers, kept a fairly low profile and instead relied on TV commercials.

Alvarez said things will be different this time around.

"He has to face the reality that the people are asking questions and he won't be able to do what he did in the last election cycle," Alvarez said.

Arpaio said he knows some critics are whispering about his health. "I am a fighter. If I knew I was physically unable to do this job, I would leave, but I am not," Arpaio said. "And I'm not going to leave. I am not going to back down just because these people want me out of office."

Facebookが変わります！　ぐっと見やすく、美しく画像は大きく、余計なものはすっきり。

Facebookが最後に大きくオーバーホールされてから、もう2年になります。そう、2年も経ったんです！　使ってる人たちもそこからだいぶ変わったはずですが、Facebookはぺージの見え方という意味では大きく変わっていませんでした。でもついに今、米国時間の今月7日から、大きく変わります。余計なものが削られて美しくなった、新しいFacebookの見え方をご紹介します。

2006年以降Facebookでは、我々が友達や同僚からの情報を受け取る際にニュースフィードを使ってきました。今回変わったのはそのニュースフィードです。今までもFacebookは、近況や写真やリンクの見せ方をいろいろ試してニュースフィードを変化させてきました。今回のリノベーションもそういう意味では今までと同様、情報の見せ方を変えているだけです。ただこれまでと違うのは、大きく、賢く、より視覚に訴えるものになっています。ザッカーバーグに言わせれば「新聞」っぽくなりました。

見た目的にはかなり進化しました。Facebookはデベロッパーが「Chrome」と呼ぶ、ボタンやスクロールバー、ナビゲーション用のゴチャゴチャをかなり削りました。そして残ったのは、我々が本当に見たいものです。Webバージョンがモバイルバージョンに限りなく近づいて、より見やすくなりました。Webバージョンの画面左右にあったゴチャゴチャしたバーは、スマートフォンアプリ同様、すっきりとひとつにまとめられました。

フォトアルバムがより大きくなり、サムネイルが増えて一覧性も高まっています。

友達とかお店とかのフィードを見るとき、発信した人のタイムライン上のバッジが横に出てくるので、今までより深い情報が得られます。また、発信した人が位置情報を共有していれば、それも付いてきます。

新しいニュースフィードでは、高解像度の写真とか動画、音楽、アプリを意識して、それらがタイムライン上で美しく見えるように見せています。画像そのものは同じですが、きれいにお化粧されてるんです。

トップ画像のような共有リンクでは、プレビューが今までよりずっと大きく表示されるようになりました。また、それを共有した友達のコメントも画像と一体になって表示されます。これで共有のコメントもぐっとすっきり見やすくなっています。

さらに、ユーザーがこれまでコメントしたり共有したりしたフィードをベースに、興味を持ちそうなおすすめ記事を表示するようになっています。つまりFacebookが、友達とか広告枠とかに混ざって、ニュースフィードから直接話しかけてくる感じです,が３位に入った。これはうっとうしくもあるんですが、非常にスマートなので一見の価値はあります。

こうなると情報過多に感じるかもしれませんが、実際その通りです。なので、我々が情報の洪水におぼれないように、Facebookはフィードを音楽、写真、ゲームといったサブカテゴリーに分けています。

たとえば音楽のサブカテゴリーでは、友達がSpotifyで聞いている音楽とか、フォローしているアーティストのニュースとかを知らせてくれます。またはもし、アーティストのニュースを見たければ、それをまとめて見ることもできます。これはTwitterっぽいことが、140文字の制限なしでできる感じです。

もちろん、Facebookでは芸能人の情報というより、友達の情報を見にいくことが圧倒的に多いです。なので、「Close Friends（親しい友達）」のサブカテゴリーもあって、ここでは芸能人とかお店発のフィードは見えなくなります。これは良いです！　ただこれによって、全部がいっぺんに見える従来の見え方ではなく、サブカテゴリをいちいちクリックする必要は出てきます。

この変更は、米国時間の今月7日から開始されました。なので、これまでのFacebookのいろんな変更同様、少しずつ全ユーザーに広がっていきます。

「やりたいことをしなさい」は間違い？　情熱と仕事の距離感とは
（ＣＮＮ）　キャリア形成に関しては、「やりたい仕事をしなさい」といったアドバイスがはやりだ。だが、筆者はこの数年間、仕事に満足するための戦略について調べてきたが、「やりたい仕事をしなさい」と勧めることには問題が多いことが早い段階で明らかになった。

第１に、このアドバイスは科学的根拠に欠ける。職場におけるモチベーションや満足感は広く研究対象となっており、幸福な従業員が優秀な従業員であることはある。

しかし、望んでいた仕事に就くことが重要だとする調査結果はほとんどないのだ。大半の研究は、仕事における裁量権や適性を感じることなど、様々な仕事に存在する条件が重要であることを示しており、あなたがピッタリだと思う仕事に就けなければ幸せになれないという考えとは矛盾している。

第２に、仕事が大好きだという人を調べてみると、始める前からその仕事に就きたかったという人はまれだという研究もあり、「やりたい仕事をしなさい」というアドバイスにはさらに疑問が膨らむ。

人生でやりたいことを早い段階で見いだす人も一部にはいるが、大半の人は、色々な経験や職歴を積みながら、時間をかけて徐々に大好きな仕事を見出すのである。

ただし、「やりたい仕事をしなさい」というアドバイスが間違いだということではあっても、仕事を大好きになることを諦めろという意味ではない。そうするために必要な戦略が複雑なものだということを示しているのだ。

以下の３項目は、仕事を大好きになる方法として筆者の研究の中で良く出てくるものだ。
仕事は大好きになれるもの

仕事に対して求めるものは人それぞれだが、キャリア面で大成功している人を調べると、仕事に関して、裁量権や敬意、適性、創造性、影響力を感じるといったものの内の幾つかを得ていることが多い。つまり、仕事を大好きになるためには、完璧な仕事を探し求めるよりも、今の仕事でこれらの条件をより多く得る努力をすべきだということだ。

しかし、これらの条件の多くを備えた仕事は希少かつ貴重なので、それを得るためにはあなた自身も希少かつ貴重な能力を備える必要がある。そのためには多くの時間と努力を要するが、今の仕事に不満があるのならば、能力を磨く方法をまずは考えるべきだ。

仕事を大好きになるのは簡単ではない

仕事を大好きになることにつながる希少かつ貴重な能力を磨いた人でも、仕事に不満足な人は多い。

例えば、あなたが自分の価値を高めると、上司が、より多くの賃金とより多くの責任という従来のやり方で、あなたを出世させようとするかもしれない。しかし、給与や責任よりも、自分の価値を活用してスケジュールやプロジェクトに対する裁量権を獲得することにあなたは情熱を感じるかもしれない。

言い換えれば、能力を高めるだけでは駄目だということだ。磨いた能力を賢明に使って出世に結びつけるなど、自分のキャリア形成をうまくコントロールしなければならない。これはかなり大変だが、より大きな裁量権を得て仕事が好きになれることもあるなど見返りも大きい。

大好きな仕事探しは危険である

「やりたい仕事をしなさい」というアドバイスには害はないという人もいるが、同意できない。

このアドバイスのために、好きな仕事を探して何度も転職を繰り返す同僚を数多く見てきた。誰にでももともとやりたいことがあり、それにピッタリの仕事が見つかれば即幸せになれるという願望は非現実的だ。

仕事とは大変で、最終的にキャリア上の成功に結び付く能力を磨くには何年もの月日が必要だ。だが、理想の仕事を探しは、失望の繰り返しに終わる。

大好きな仕事を探し求めるのではなく、仕事を大好きになれるための努力をすべきだ。そのためには、読んで楽しいキャリア指南書が唱えるよりも長くて複雑な道のりを経なければならないが、その方が価値ある場所へたどり着ける確率はずっと高い。

では、円キャリートレード資金は韓国株式のうち何を選択するだろうか。証券会社は選択キーワードにも「円安」を挙げた。円安で利益が生じるか、特に影響を受けない業種である機械と旅行だ。機械は日本製部品の輸入価格が落ち、利益が増える。トーラス投資証券のイ・ウォンソン研究員は「過去１０年間、円安で株価が最も大きく上がった業種が機械」と話した。旅行は日本旅行客の増加が好材料となる。韓国国内の旅行会社は外国人旅行客を集めるよりも、韓国人を海外に送り出すケースが多く、円安が追い風になるという説明だ。

情報技術（ＩＴ）業種は影響が少ない「中立」分野に分類された。日本との差を大きく広げたサムスン電子などは、通貨の多少の動きに動じないという分析だ。イ研究員は「実際、過去１０年を振り返ると、０８年の米国発金融危機前は円安がＩＴ株価を引き下ろしたが、金融危機後にはそれほど影響を及ぼしていない」と述べた。日本に比べて圧倒的な価格競争力優位を維持している造船業種も「中立」に属する。

PIERRE, S.D. (AP) -- Gov. Dennis Daugaard said Wednesday that he'll lead another trade mission to China in the spring, and he urged South Dakota business leaders to join him in exploring new opportunities the world's second-largest economy has to offer.

The trip is scheduled April 5-12, according to the Governor's Office of Economic Development. Daugaard led a similar trade mission last spring.

"One area of focus for my office has been increasing our state's exports, which in turn will help grow South Dakota's economy through job creation," Daugaard said in a statement Wednesday. "We are returning to China because the Chinese market offers South Dakota businesses tremendous potential for growth."

China is the world's most populous nation, with more than 1.3 billion people, and only the U.S. has a bigger economy.

South Dakota Economic Development Commissioner Pat Costello and state Agriculture Secretary Walt Bones also will be part of the trade mission. Representatives of up to 15 companies also will be selected to participate and be eligible for partial reimbursement of their costs.

The trade mission is being funded by a grant from the U.S. Small Business Administration.

3 Egyptian officials fly to UAE to discuss arrests

CAIRO (AP) — Three senior Egyptian officials flew to the United Arab Emirates Wednesday to discuss the arrest of 11 Egyptians accused of forming a Muslim Brotherhood cell in the emirate, Cairo airport officials said.

A statement from Egypt's president said one of the envoys, Essam el-Haddad, presidential adviser for foreign affairs and international cooperation, was carrying a letter from President Mohammed Morsi to the UAE President Sheik Khalifa bin Zayed Al Nahyan.

Later Wednesday, airport officials said Maj. Gen. Mohammed Rifaat Shehata, the head of Egypt's intelligence services, traveled to the Emirates.

Morsi is from the Muslim Brotherhood, which has emerged as Egypt's most powerful political force in the aftermath of the uprising that ousted longtime President Hosni Mubarak nearly two years ago.

The statement from the president's office did not disclose the contents of the letter. It said el-Haddad will also meet officials in Dubai and Abu Dhabi.

The UAE's Al-Khaleej newspaper reported Tuesday that the 11 Egyptians were arrested last month after allegedly collecting security information about the UAE, holding secret meetings, recruiting members and sending large amounts of money to Brotherhood leaders in Cairo.

All political parties or groups are banned in the tightly controlled UAE.

Relations between the Emirates and Egypt have taken a sharp downward turn after the rise of Islamists to power in Egypt. The rich Gulf nation has cracked down on Islamists from other Arab countries in its territory since the outbreak of protests against Arab leaders in the region nearly two years ago.

The crackdown prompted some Islamists in Egypt to sharply criticize the Emirates, which had warm relations with the regime of ousted President Hosni Mubarak.

Envoys are expected to discuss relations between the two countries, which soured further after Egyptian presidential candidate and former Prime Minister Ahmed Shafiq flew to the UAE soon after he narrowly lost to Morsi in Egypt's presidential elections last year.

Litigation against Shafiq followed his departure, with a number of investigations and court cases accusing him of corruption during his long political career under Mubarak.

News media in the two countries reported accusations about alleged conspiracies against each other, including rumors of a plan to kidnap Morsi and take him to the UAE. The rumors peaked when thousands of Egyptians demonstrated in front of Morsi's palace last month, protesting a draft constitution and a presidential decree giving Morsi wider powers.

In September, Dubai's police chief, Lt. Gen. Dahi Khalfan Tamim, warned of an "international plot" to overthrow the Gulf governments by Islamists inspired by the rise to power of the Muslim Brotherhood in Egypt.

The UAE has not faced street protests during Arab Spring upheavals, but authorities have stepped up arrests and pressure on groups including an Islamist organization, Al Islah, accused of undermining the country's ruling system.

HONOLULU (AP) — President Barack Obama is back in Hawaii for vacation after a tense, end-of-the-new-year standoff with Congress over the fiscal cliff.

The president arrived early Wednesday morning, local time, after an overnight flight aboard Air Force One. He was rejoining his family for a holiday break after having returned to Washington following Christmas to deal with the unfinished business that threatened to throw the economy back into recession.

The House voted late Tuesday night on a package to avoid income tax increases for most Americans, allowing rates to rise on incomes exceeding $400,000 for individuals and $450,000 for couples. The wide-ranging deal, approved by the Senate earlier, delayed for two months billions in budget-wide cuts.

The White House had no immediate update on when Obama would receive and sign the bill.

ST. LOUIS (AP) — When his drought-stricken Nebraska farm was blanketed with several inches of snow, Tom Schwarz welcomed the moisture. But it wasn't nearly enough.

He had hoped for a wet, snowy winter. Instead, he's watched with worry as the sky spits mostly flakes that don't stick.

"I just shudder to think what it's going to be if we don't get snow," Schwarz said. "A friend told me it would take 150 inches of snow to get us back to normal precipitation."

Despite getting some big storms last month, much of the U.S. is still desperate for relief from the nation's longest dry spell in decades. And experts say it will take an absurd amount of snow to ease the woes of farmers and ranchers.

The same fears haunt firefighters, water utilities and many communities across the country.

Winter storms have dropped more than 15 inches of snow on parts of the Midwest and East in recent weeks. Climatologists say it would take at least 8 feet of snow — and likely far more — to return the soil to its pre-drought condition in time for spring planting. A foot of snow is roughly equal to an inch of water, depending on density.

Many areas are begging for moisture after a summer that caused water levels to fall to near-record lows on lakes Michigan and Huron. The Mississippi River has declined so much that barge traffic south of St. Louis could soon come to a halt. Out West, firefighters worry that a lack of snow will leave forests and fields like tinder come spring, risking a repeat of the wildfires that burned some 9.2 million acres in 2012.

Scores of cities that have already enacted water restrictions are thinking about what they will do in 2013 if heavy snows and spring rains don't materialize.

For a while, it seemed no snow would come. Midwestern cities including Chicago, Milwaukee and Des Moines, Iowa, had their latest first snows on record. How much would it take to make things right?

"An amount nobody would wish on their worst enemy," said David Pearson, a National Weather Service hydrologist in Omaha, Neb. "It's so out of this world it wouldn't make much scientific sense (to guess). It would take a record-breaking snowfall for the season to get us back on track."

That's why Schwarz is worried about his 750 acres near Lexington in south-central Nebraska. To save his corn last summer, he pulled water from deep wells and other sources in his irrigation district, but the alfalfa he couldn't irrigate died, something he's never had happen before.

The soil was so dry he didn't even try to sow winter wheat, a crop that's planted in the fall and goes dormant over winter, relying on snow as a protective blanket.

"If we don't get snow, we'd better get rain this spring or we're done," Schwarz said.

The 150 inches — more than 12 feet — isn't likely to materialize. That would be about four times the average winter snowfall in Chicago, a city famous for its storms. Schwarz's area usually gets about 29.5 inches of snow during the winter. As of Dec. 27, it had just 6.5 inches.

Even if a massive storm developed, the temperature would have to be right for farmers to benefit. If snow melts on frozen ground, the water will run off into rivers and streams, instead of being absorbed into the soil.

Runoff would be welcome in Sioux Falls, S.D., which was among countless communities that clamped down on water use last summer as rivers and lakes that supply power plants and households grew shallower.

South Dakota's biggest city imposed its first water restrictions since 2003 as the Big Sioux River, which recharges its aquifers, dropped. Homeowners were limited to watering lawns once a week. Washing outdoor surfaces like sidewalks, driveways and parking lots was banned.

"This is the driest year in our town's history since the early 1950s," Mayor Mike Huether said as 2012 drew to a close.

With just 5 inches of snow and some rain so far this winter, the conservation efforts will be back in place for 2013 "unless we get one heck of a snowfall and bust this drought," Huether said.

Western states rely on snow and ice that accumulate in the mountains during the winter for as much as 80 percent of their freshwater for the year, according to the Department of Agriculture's Natural Resources Conservation Service. The melting snowpack replenishes streams, rivers and reservoirs and provides water for cities and crops.

A deep snowpack can also make the wildfire season more manageable by wetting forests and fields.

Tom O'Connor, the rural fire chief in Divide, Colo., would relish that after enduring what the governor called the state's worst wildfire season ever in 2012.

O'Connor's volunteer department responded to more than 80 calls in June, compared with the usual 30 calls. Three-fourths of the calls were related to wildfires.

The fires came after Colorado got one of its smallest snowpacks in years — by some accounts tying 2002 as the lowest snow buildup in the 45 years that records have been kept.

Still, climatologists caution that it's too early in the winter to give up hope.

"We could be singing a different tune this winter if a storm system cooperates," said Dave Robinson, a Rutgers University geography professor who's also the New Jersey state climatologist. "Sometimes you get what you wish for."

ANCHORAGE, Alaska (AP) — The grounding of a petroleum drilling ship on a remote Alaska island has refueled the debate over oil exploration in the U.S. Arctic Ocean, where critics for years have said the conditions are too harsh and the stakes too high to allow dangerous industrial development.

The drilling sites are 1,000 miles from Coast Guard resources, and environmentalists argue offshore drilling in the Arctic's fragile ecosystem is too risky. So when a Royal Dutch Shell PLC ship went aground on New Year's Eve on an uninhabited island in the Gulf of Alaska, they pounced — saying the incident foreshadowed what will happen north of the Bering Strait if drilling is allowed.

For oil giant Shell, which leads the way in drilling in the frontier waters of the U.S Arctic, a spokesman said the grounding will be a learning experience in the company's yearslong effort to draw oil from beneath the ocean floor, which it maintains it can do safely. Though no wells exist there yet, Shell has invested billions of dollars gearing up for drilling in the Beaufort and the Chukchi seas, off Alaska's north and northwest coast.

The potential bounty is high: The U.S. Geological Survey estimates 26.6 billion barrels of recoverable oil and 130 trillion cubic feet of natural gas exist below Arctic waters.

Environmentalists note the Beaufort and the Chukchi seas are some of the wildest and most remote ecosystems on the planet. They also are among the most fragile, supporting polar bears, the ice seals they feed on, walrus, endangered whales and other marine mammals that Alaska Natives depend on for their subsistence culture.

"The Arctic is just far different than the Gulf of Alaska or even other places on earth," said Marilyn Heiman, U.S. Arctic director for the Pew Environment Group.

Royal Dutch Shell PLC in 2008 spent $2.1 billion on Chukchi Sea leases and estimates it has spent a total of nearly $5 billion on drilling efforts there and in the Beaufort.

Shell Alaska spokesman Curtis Smith said the company has a long, successful history of working offshore in Alaska and is confident it can build another multi-decade business in the Arctic.

"Our success here is not by accident," Smith said. "We know how to work in regions like this. Having said that, when flawless execution does not happen, you learn from it, and we will."

The drill ship that operated in the Beaufort Sea, the Kulluk, a circular barge with a funnel-shape hull and no propulsion system, ran ashore Monday on Sitkalidak Island, which is near the larger Kodiak Island in the gulf.

The ship had left Dutch Harbor in the Aleutian Island under tow behind the 360-foot anchor handler Aiviq on Dec. 22. It was making its way to a Pacific Northwest shipyard for maintenance and upgrades when it ran into a vicious storm — a fairly routine winter event for Alaska waters.

The tow line snapped Dec. 27. Shell vessels and the Coast Guard reattached tow lines at least four times. High wind and seas that approached 50 feet frustrated efforts to control the rig, and it ran aground on a sand and gravel beach.

Shell, the drill ship operators and transit experts, and the Coast Guard are planning the salvage operation.

Calmer weather conditions on Wednesday allowed a team of five salvage experts to be lowered by helicopter to the Kulluk to conduct a three-hour structural assessment. Also taken to the Kulluk was a state-owned emergency towing system for use in the operation.

"There are still no signs of any sheen or environmental impact and the Kulluk appears to be stable," Coast Guard Capt. Paul Mehler said Wednesday night in a telephone briefing. He flew over the rig earlier in the day with a Shell representative and an Alaska Environmental Conservation Department official.

Mehler said the assessment team that checked the ship Wednesday was working with salvage planners but it was too early to speculate on a time line for moving the ship.

He said he saw four life boats on the shoreline but there was no indication that other debris had been ripped from the ship.

The overflight in rain and 35 mph winds showed a few birds but no marine mammals near the rig, said Steve Russell of the Environmental Conservation Department.

The state of Alaska has been an enthusiastic supporter of Arctic offshore drilling. More than 90 percent of its general fund revenue comes from oil earnings. However, the trans-Alaska pipeline has been running at less than one-third capacity as reserves diminish in North Slope fields. State officials see Arctic offshore drilling as a way to replenish the trans-Alaska pipeline while keeping the state economy vital.

In September, two Shell ships sent drill bits into the U.S. Arctic Ocean floor for the first time in more than two decades. They created top holes and initial drilling for two exploratory wells. Drilling ended on the last day of October.

The grounding in the North Pacific is not a wellhead blowout in the Arctic, and not a drop of oil has been detected in the water. But environmental groups say it's a bad sign.

Drill rigs in Arctic waters could be affected by ice any time during the four-month open water season, said Heiman of the Pew Environment Group. The other threats — near hurricane-force winds compounded by cold and darkness — were seen in the grounding, she said.

"We know that in the Arctic and in the gulf it's not uncommon to have pretty high seas, and you have to take precautions," she said. "If you're going to dill in those types of conditions, or even move vessels in those conditions, you have to have strong, Arctic-specific gear and equipment and safety training. It has to be very vigorous, and I don't think we're there yet."

Shell was fortunate in some ways, she said, that the Kulluk experienced problems near Kodiak.

"Up in the Arctic, you are 1,000 miles away from any Coast Guard station and the kind of response they were able to deploy in Kodiak," she said. The Coast Guard the last few summers has staged equipment and personnel in the Arctic. That has meant a couple of helicopters and possibly a cutter, Heiman said. It in no way can be compared to the Gulf of Mexico and the resources available for BP's Deepwater Horizon disaster.

"It's remote. There are no roads. There's no real, true spill response capability like you would have in the gulf, where you have ports and harbors and boats and fishing boats and vessels everywhere," she said.

Shell has said its preparations will allow it to operate safely far from the Coast Guard base. Like a backcountry camper, Shell has promised to carry all the response equipment needed to the isolated drilling sites: a fleet of more than 20 response vessels that could respond in either the Beaufort of the Chukchi.

Shell spokesman Smith said the company remains confident in its ability to operate safely.

"We encountered severe weather basically all summer long in the Arctic," he said. "While it was challenging, the personnel and the assets and the rigs performed very well."

When a massive ice flow moved toward the drill ship operating in the Chukchi after less than a day of drilling, Shell released the vessel from anchors and moved out of the way.

"As disappointing as that was, given how long we had waited to start drilling — we were only a day in — we had the time and made the decision to disconnect from anchors and safely move off," Smith said. "That's how responsible operators work in the Arctic, or anywhere, really."

The Aiviq has towed the Kulluk more than 4,000 miles and experienced conditions seen before the grounding, Smith said. It was no accident, Smith said, that additional vessels were standing by in Seward.

It's too soon to know what led to the grounding, Smith said, but the failure of the Aiviq's engines for a time after the initial separation and the inability to re-establish an ideal tow connection were factors.

"It's clear that a sequence of unlikely events compounded over a short period of time, underscored by the complete loss of power to the engines of the Aiviq," he said.

Lawyers ready for key hearing in theater shooting

CENTENNIAL, Colo. (AP) — Prosecutors and defense lawyers in the Colorado theater shooting case said Wednesday that they're ready for a crucial hearing next week in which prosecutors will outline their case against James Holmes.

The lawyers and Holmes appeared before state District Judge William B. Sylvester to make sure everything is prepared for the hearing. It starts Monday and is scheduled to run all week.

At its conclusion, Sylvester will decide if the evidence is sufficient to put Holmes on trial.

Holmes is charged with killing 12 people and wounding 70 on July 20 in a movie theater in the Denver suburb of Aurora. Prosecutors say he opened fire during a midnight showing of the Batman movie "The Dark Night Rises."

During Wednesday's hearing, prosecutors and defense lawyers also went to Sylvester's bench to discuss a sealed motion from the prosecution that made some reference to witnesses. Sylvester said he planned to rule on it later in the day but wouldn't refer to witnesses by name.

Holmes didn't say anything during the half-hour hearing.

He is charged with multiple counts of first-degree murder and attempted murder and hasn't been asked to enter a plea yet. His lawyers have said he suffers from mental illness.

The preliminary hearing will give the public its first officially sanctioned look at much of the evidence against Holmes.

Sylvester imposed a gag order shortly after Holmes' arrest barring attorneys and investigators from speaking publicly about the case, and many documents have been sealed.

The University of Colorado, where Holmes was a graduate student, has also been tight-lipped about the case.

At prosecutors' request, Sylvester barred the university from releasing records requested by numerous media organizations. Prosecutors argued that the information could jeopardize Holmes' right to a fair trial. Sylvester initially agreed but amended his order last month to allow the release after media organizations objected in court.

Holmes was enrolled in a Ph.D. neuroscience program at the university. Investigators said he began stockpiling firearms and ammunition while taking classes in the spring.

In June, he made threats to a professor and on June 10 filed withdrawal papers after failing a year-end exam, prosecutors said. The next day he saw his school psychiatrist who tried to report him to a campus security committee, according to Holmes' lawyers.

LONDON (AP) — It's tally time at London Zoo: 11 meerkats, 59 penguins, and two endangered Sumatran tigers that keepers hope will bring some cubs in 2013.

Zoo managers on Thursday started an annual cataloguing of its residents, from owls to otters, penguins to pygmy hippos. It's no easy task when there are more than 17,500 creatures to count, and the final tally could take weeks.

The census is required as part of the zoo's license terms, and the data is used for zoo management and international breeding programs for endangered animals.

Most animals in the zoo have microchips in their bodies, making counting a little less daunting. Fish and animals with camouflage properties — like leaf insects — are trickier, and the tiniest ones like ants are counted in colonies, not as individuals.

New additions to the zoo being counted for the first time included baby Ziggy, an endangered white-naped mangabey monkey, and Maxilla, a black and white colobus monkey.

The zoo also welcomed a pair of new Sumatran tigers — male Jae Jae from a zoo in Ohio in the U.S. and female Melati, from Perth, Australia. The tigers were matched by an international breeding program to ensure a genetically-diverse population of animals, and will be meeting visitors in a newly-expanded enclosure in spring.

"They've met but they haven't been introduced to each other yet," said zoological director David Field. "We breed them in the zoo because they are running out of time in the wild."

There are now less than 400 of the big cats, native to Indonesia, according to the World Wildlife Fund.

Child support claim rankles sperm donor to lesbian couple

KANSAS CITY, Kansas (Reuters) - A Kansas man who donated sperm to a lesbian couple so they could have a child said on Wednesday he is shocked the state is now trying to make him pay child support.

William Marotta, 46, donated sperm to Jennifer Schreiner and Angela Bauer under a written agreement that he would not be considered the father of the child nor liable for child support. A daughter, now 3, was born to Schreiner.

But in October, the state of Kansas filed a petition seeking to have Marotta declared the father of the child and financially responsible for her after the couple encountered money difficulties.

Marotta will ask the court in a hearing January 8 to dismiss the claim, which centers on a state law that the sperm must be donated through a licensed physician in order for the father to be free of any later financial obligations. Marotta gave a container of semen to the couple, who found him on Craigslist, instead of donating through a doctor or clinic.

The case is seen as having repercussions for other sperm donors. Sperm banks routinely provide sperm to people who want to conceive a child on the understanding that the donors are not responsible for the children.

Kansas is seeking child support from Marotta, including about $6,000 in medical expenses related to the child's birth, according to its petition.

"This was totally unexpected," Marotta said in a phone interview. "The very first thing that went through my mind was that no good deed goes unpunished."

The case has attracted national attention. Shannon Minter, legal director for the National Center for Lesbian Rights, said Wednesday "it is unfortunate and unfair" that Kansas is seeking money from a sperm donor.

"It certainly might have a negative effect on other men's willingness to help couples who need a donor, which would be harmful to everyone," Minter said.

"I also think it undermines everyone's respect for the law when you see it operate so arbitrarily."

Kansas officials are required under the law to determine the father of a child when someone seeks state benefits, said Angela de Rocha, spokeswoman for the Department for Children and Families. The couple was compelled to provide that information, which led to investigation of the sperm donation.

Marotta should be declared the father and subject to financial claims because he donated the sperm directly to the women and not through a physician, as required by Kansas law, the state's petition states.

Marotta said he's had virtually no contact with the child, but that he and Schreiner have remained cordial. He said she was pressured by the state to provide his name as the sperm donor.

"To me, ethics need to override rules," he said.

Lawyers for Marotta argue that he had no parental rights because of his agreement with the couple and cannot be held financially responsible.

They cite a 2007 case in which the Kansas Supreme Court ruled against a sperm donor seeking parental rights because he did not have any such agreement with the mother, lawyers for Marotta said.

"So now, we are flipping the argument around," Marotta attorney Ben Swinnen said Wednesday.

If the father had no legal parental rights in the 2007 case, Marotta should be declared to have no parental obligations in the current case, Swinnen said.

Marotta, a race car mechanic, responded to an ad on Craigslist from someone offering to pay $50 for sperm donations, but he made the donation for free. Marotta said he and his wife have no children of their own but have fostered a daughter. Marotta said he was simply trying to help a couple wanting a child.
